Common sense volume

I would like to ask why some people believe that they need to listen to music to the highest volume to really be able to enjoy it. Does the volume really make such a difference? And what if the neighbors or flatmates do not want to listen to it?

I do not understand why it happens more and more often that people do not care about the wishes and preferences of other people, and just see their own needs. And this happens also in the so-called "civilized" societies, where it would be expected that some levels of volume are intrinsically prohibited for common sense.
It is more and more an exception in the common civil rules. Once is because it is the birthday party of the kid, then it is the celebration of a very good news at work, then it is because the girl is depressed and gets her mood up with high volume. Is it not possible to celebrate or feel better without bothering others?
